Mayor Gustavo Gonzalez Villaseñor marked the opening of the avenue, along with the rainwater drainage works on Francisco Villa Avenue

In a festive mood, authorities and representatives of the different sectors of Vallartan society, Mayor Gustavo Gonzalez Villaseñor last Monday marked the opening of the Rio Amazonas Avenue, which links Francisco Medina Ascencio Avenue to Francisco Villa Avenue and communicates different areas with the hotel zone.

In the framework of the ceremonies, the mayor also dedicated the rainwater drainage works carried out by the City in coordination with Seapal Vallarta, on the crossroads of Rio Amazonas and Francisco Villa Avenues, aiming at reducing the amount of rainwater in the area at 30%.

There was also a ceremony to mark the opening of a stretch of Los Tules Avenue between Las Torres Avenue and Francisco Villa, a continuation of Rio Amazonas Avenue. This road stretch also benefited from 60 palms that were planted on the boulevard. Attending the ceremonies was Jesus Rodriguez Morquecho, president of Fluvial Vallarta. He recognized the support provided by the municipal administration headed by Mayor Gonzalez in completing this important way.

He said this avenue will solve a traffic problem and will benefit 80 thousand people living in the east side of town, and will contribute to ease the problem caused by rainwater, since the drainage built will carry 1.8 cubic meters per second, thus reducing the seasonal flooding of Francisco Villa and Medina Ascencio Avenues.

He added that Rio Amazonas Avenue is one of the infrastructure works encompassed by Fluvial Vallarta Subdivision, where other avenues are under construction like Grandes Lagos (Great Lakes), with a bridge over the Pitillal River to connect Prisciliano Sanchez Avenue.

Mayor Gustavo Gonzalez thanked Rodriguez Morquecho for sharing the vision of the administration he presides, by contributing to the construction of infrastructure and spaces which dignify the image of the destination and benefit all in Puerto Vallarta.

He also expressed his appreciation for the support of his legal advisor Jose Luis Reyes Vazquez, President Fox's legal advisor, which contributed to the expropriation of the land that obstructed the completion of this avenue, as well as the great job done by the City Attorney Miguel Angel Yerena Ruiz and his staff, but above all, the invaluable support of State Governor Francisco Ramirez Acuña, at issuing the expropriation decree that allowed this great work to be completed.

After cutting the inaugural ribbon, Mayor Gonzalez and his wife Gloria Córdova de Gonzalez boarded a classic automobile with Jesus Rodriguez Morquecho to drive along Rio Amazonas Avenue for the first time.

Finally, the mayor and his companions continued on to supervise the works on Los Tules Avenue, which will benefit surrounding neighborhoods.

Handicraft Corridor Project Passed
Provided By Ambito

In the ordinary City Council's session last Monday, the project named "Cuale River Handicraft Corridor" was unanimously approved. Vendors from Hidalgo and Benito Juarez Parks are intended to be relocated there, as well as vendors from other zones of the city.

The project, drawn up by the Urban Planning Department, consists of 62 commercial spaces for the selling of handicrafts and the like, to be built in the surrounding area of the Cuale River Island, as explained by City Councilman for Socioeconomic and Urban Planning Victor Hugo Fernandez Flores, who presented the initiative to the Council.

Mayor Gustavo Gonzalez added that it is all about a process to relocate vendors from streets and public plazas, with the intention to give the downtown area a new face, a proposal in which the private sector has participated, and the city supports to the purpose of changing the image of the city, as part of the project to rescue the town's historic center.

In turn, Councilwoman for Inspection and Vigilance Edelmira Orizaga commented that it is an attractive project and adequate to the merchants that will be relocated there, whose only request is that no permits are granted to other people to take the spots they are currently authorized to occupy.

In this regard, the mayor denied such possibility and reiterated the proposal to bring about a regulation that will forbid the installation of stands or vendors in public plazas, ensuring that they will be only for the enjoyment of residents and visitors. He also said that it will be the duty of the City Hall to inform and orient the vendors that will be moved to the handicraft corridor, to raise awareness on the need to be established in a proper place.

Cayetano García Bobadillla. Councilman for Regulations, considered that as part of the reorganization of informal commerce taking place, it is a good initiative and also pointed out the need to regulate the operation of the locales in order to avoid situations like those of other public markets, where locale holders dues are overdue and other problems exist.

Concilman for Tourism Agustin Alvarez Valdivia commented that this commercial and handicraft corridor to be built will give informal vendors the opportunity to incorporate into the formal economy, by paying rent and taxes like any other merchant. Likewise, Councilman Cesar Abarca added that the idea is to turn this place into an obligated stop for tourists through the tourist guides, with whom talks have been held, about strengthening this zone as a commercial, arts and crafts, and cultural one.

Councilwoman Eva Contreras Sandoval, proposed retaking the concept of the project realized in Playa del Carmen, where an area was conditioned exclusively for handicraft commerce, which would be very interesting for the area of the Cuale River Island. Arturo Davalos Peña form the Ecology and Planning commissions, proposed that he should be part of the commission in charge of supervising the construction of the locales, as well as the vendor relocation process.

The dictum commands the creation of a technical and vigilance committee on the part of the City Hall, with the participation of the Cuale River Island Merchants Association, a clear example of adequate use of the land, encompassing the preservation of the environment and the region's vegetation, resulting in a point of reference in the municipality, the framework within which a general plan of integral urban renovation will have to be realized in the premises.

It also establishes that the municipal funds earmarked to this purpose will have to be guaranteed by means of concessions, as credits from the Economic Promotion Department, granted with the additional incentive of a one-year grace period. It also establishes that a consistency study of the proposed use of land must be carried out to the purpose of urban integration and that a strict set of regulations as to urban image, signs, must come into effect as well.

Agenda 21 Follow Up
Provided by Ambito

There are problems that do not correspond to reality in current parameters and indicators

Members of the local committee of the Agenda 21 headed by the City Councilman for Tourism Agustín Alvarez Valdivia and Alfredo Cesar Dachary, in their capacities of coordinator and technical secretary, respectively, met last week to establish a work program that will allow follow up on the themes of the Agenda 21.

With several city council members and functionaries of the City Hall in attendance, as well as representatives of the Tourism Ministry, the University of Guadalajara and the neighboring municipality of Bahia de Banderas, Doctor Cesar Dachary delivered an extensive presentation of the indicators and parameters presented by Sectur in the diagnosis of the main problems as to physical and socioeconomic environment, as well as urban development.

He said that the Agenda 21 is a starting point to finding a way to initially seeing all the existing problems and their possible solutions, and on the other hand take on a new road to find a local Agenda for Puerto Vallarta and Bahia de Banderas so as a destination "be in top condition and avoid the tragedy that falling to lack of sustainability has represented for other destinations".

He proposed to take as basis the document issued by the Tourism Ministry and once everyone concerned agrees, adequate it and make it a true instrument that serves not only the City Hall as public institution but to society as a whole, "because we are a tourist destination and we live off tourism" he said.

Cesar Dachary pointed out that said document synthesizes problems in the areas of Physical and socioeconomic environment, tourism and urban development and identifies serious problems within the long term and other aspects that appear as favorable, and must be preserved.

For three days, Mexicana would entertain its guests with various events and activities and award first, second and third prizes for productivity to agencies offering the airline's services. This event sets a precedent for Mexican airlines and shows how much Mexicana cares for rewarding its commercial allies.

Councilman Alvarez Valdivia, in turn, said that the purpose of the meeting was to set up an agenda or to lay out a work program for the Agenda 21 local committee, the first stage of which would be to update available data in order to have a more realistic vision of the situation.

Exchange between Sister Cities

According to an agreement of exchange between the Sister Cities of Highland Park and Puerto Vallarta a group of 16 local children from Puerto Vallarta, led by Oscar Martinez y Fidel Martinez participated from the 28th of June to the 4th of July in a baseball friendship tournament where a total of four teams were competing.

It may be emphasized that these kids were received in the homes of families in Highland Park. These families reported that they grew fond of the kids to such a degree that it was very difficult to say good-bye to them. At present the parents of the kids from Vallarta are in direct contact with the host families thanking them for their hospitality and for their cares. At the same time they are strengthening the ties of friendship between both cities.

The children's tournament ended with the participation of the kids and the Vallarta committee in the 4th of July parade which took place in the streets of Highland Park.

The report given by Oscar Martinez to the Committee of Sister Cities stressed that like always the Committee of Sister Cities in Highland Park offered an exceptional treatment and an excellent and outstanding organization in receiving and taking care of all the details so that the kids were not missing anything and were feeling at home during their participation in the tournament.

In a communiqué published in the main means of local media the Committee of Sister Cities of Puerto Vallarta publicly thanked all those people and institutions which were involved and which contributed to making this exchange trip possible.

There is no doubt that each exchange activity that is carried out between Puerto Vallarta and Highland Park contributes efficiently to intensify the strengthening of the sister ship and to generate new opportunities for the promotion and broadcasting of our destination.

Highland Park has been a city demonstrating its true interest to support/help Puerto Vallarta and above all its people in many ways. Another proof is the fact that through the efforts of the committee of Sister Cities of Highland Park, led by its president Carol Wolfe, five artists from Vallarta have been invited to participate in the prestigious Port Clinton Art Festival to be celebrated this coming 27th and 28th of August. We would like to mention that only 260 of the best exponents of plastic art in the world - out of approximately five thousand artists that submit their application in order to obtain the opportunity to exhibit - are chosen to assist this art festival which takes place in the streets of our sister city. In this occasion thanks to the fraternity between our cities and especially thanks to the work of Wendy Blipsman and Mary Jo Papich the five artists from Puerto Vallarta will participate as special guests in order to exhibit their work of art in front of more than three hundred thousand people who will visit the festival during the two days.

In this occasion in the presence of the mayors of both cities the sculpture of the whale which was donated by the sculptor Octavio Gonzalez during a previous visit to Chicago will be reveiled, too. Octavio of course is one of the five artists who has been invited to the festival. The other four artists invited are Ada Colorina, Ireri Topete, Javier Niño, José Javier Niño Solorio and Jorge Avila.

Many thanks to Highland Park for all their support as well as to our committee led by its president Ana María Flores.
