Talpa Mayor Seeks Support from Puerto Vallarta
Provided By Ambito
Puerto Vallarta Council Members show absolute disposition to impulse a work that would solve river pollution problems that affect bay waters.
Aware of the impact that pollution of the rivers Talpa, Mascota and Ameca, which discharge into the Bahia de Banderas, the City opg Puerto Vallarta is studying a motion from the Municipality of Talpa de Allende, voiced by its mayor, Roberto Palomera during the recent ordinary session of City Council, to build a residual water treatment plant that would come to solve this problem.
During the session, Talpan mayor explained that there is great concern for the contamination originated in the municipalities in the Sierra Region, due to the lack of infrastructure to properly treat residual waters, which are poured untreated into the rivers, in addition to the increase on religious tourism into the zone.
Mayor Palomera added that according to bacteriological studies carried out by the Sanitary Jurisdiction, the Ameca River is the most polluted by black waters, which is why the municipality has negotiated with the State Water and Sanitation Commission, and the National Water Commission, funds for almost 19 million pesos to build a water treatment plant that would come to solve the problem.
However, he remarked, his municipality does not have the necessary funds to contribute the corresponding 20% of the total investment, equivalent to 3.5 million pesos, hence the request for support, considering that the municipalities of Puerto Vallarta and Bahia de Banderas would be beneficiaries of these actions.
“This is why I stand before you, Council members, to ask you to look at this matter very carefully, I believe that since Puerto Vallarta has a lot more resources than Talpa, it could lend a hand, because we would be contributing to the sanitation of the beaches, and providing assurance to the international and domestic tourism.”
Roberto Palomera emphasized that this is a problem that could be solved together and extended an open invitation to the Municipality of Puerto Vallarta to contribute with whatever funds they can to see this undertaking through.
The motion elicited reactions of solidarity among the members of the City Council, who expressed their support of the proposal, either by negotiating resources from state and Federal agencies or even going to the government of Nayarit and the municipality of Bahia de Banderas and have them join in this project.

He said that at the meeting held by the commission in charge of assignations, made up of Yerena Ruiz himself, Coucilwoman Maria Isabel Cortez Moreno, General Secretary Antonio Lugo Morales and the director of Urban Planning, Carlos Manzano Zepeda, it was determined that “Tecnología en Proyectos Inmobiliarios S.A. de C.V.”, was the only tender that met the specifications of the original project.
The resolve, favorable to the company is the result of the analysis of each of the proposals submitted by the company, which was also the only tender that fulfilled in time and form the stipulations outlined in the invitation to tender for the lease of both public plazas. This is due to the fact that the proposal presented by Tecnología en Proyectos Inmobiliarios portrays exactly the general description of the projected works, by respecting the natural resources and the socio-economic requirements for the execution of both projects.
On the same note, the municipal attorney said that the assignations commission made an observation to the proposal submitted by the company as to the ecological aspects, and recommended to modify the tree zones, since the proposal does not meet the “natural requirements of the city”.
Finally, he said that the execution period for both works is projected within a six month period, with a contingency allowance, and the ground breaking could occur as of the 20th of this month.
