City Cleaning Duties Strengthened

With the acquisition of an optimally equipped container-washing unit, the Public Services Department strengthens the cleaning duties of the City Hall throughout the municipality.

This new tool is part of the Federal Zone program, on which 8 million pesos were invested; 86 containers were purchased; a mechanical sweeper for the malecón (boardwalk by the sea), three four-wheeled bikes; a hook bearing truck to haul containers; three garbage-compacting trucks and a beach sweeper.

Gustavo Ulloa Gómez, Public Cleaning Chief, mentioned that this unit has a hydro-washing system, an aromatizer or degreaser container, two 500 liter tanks as well as a hydraulic system that allows it to wash the container and replace it on site.

About these duties the Public Services Director, Juan Pablo García Castillón, pointed out: “We continue to implement more actions to comply with the City Mayor’s commitment to keep a clean Vallarta, we therefore improve the hygiene and image of the city for the benefit of vallartenses and visitors”, this will become possible with this new cleaning equipment and the various programs undertaken by the department.

Details being fine-tuned towards the Pan American Games

In order to give continuity to the works being undertaken to place Puerto Vallarta as a sub-venue for the 2011 Pan American Games to take place in Guadalajara, our City Mayor met with Carlos Andrade Garín, director of the Jalisco State Council for the Promotion of Sports.

The City Mayor, accompanied by César David Macías Martínez, director of the Municipal Sports Council, stated that said meeting helped to strengthen the actions undertaken to place Puerto Vallarta as a sub-venue for the triathlon, sailing and open water swimming competitions.

Bravo Carbajal added that the search is still on for attracting other sports disciplines to this event as all efforts will contribute to a greater impulse to sports.

For his part, Carlos Andrade Garín, who is also director of the 2011 Pan American Games 2011, mentioned that our port is prepared for the three disciplines it will host, as they are all water sports and do not require infrastructure building, only some technical requirements, on which the organizing committee will provide their full support in order to have a high quality event.

In the same manner CODE Jalisco director expressed the importance of bringing preliminary events for the community to become acquainted with these sports, as this will also allow participants and the Latin-American market to acquaint themselves and promote the destination and the 2011 event, he also mentioned the possibility of an October triathlon competition in the city and that could be defined within weeks.

Security Strengthened in City Sectors and the Touristic Strip

With the purpose of guaranteeing a greater security to inhabitants and visitors, and therefore strengthening our safe destination image, the Dirección de Seguridad Pública, Tránsito y Bomberos (Public Safety, Transit and Fire Department) doubled the police surveillance on the beach between the Sheraton Hotel and Olas Altas.

Armando Partida Zamudio, in charge of the DSPTyB, said that not only have their activities in the touristic zone been intensified, but also on several sectors of the municipality, where patrols and police elements do several tours to safeguard the integrity of the people.

He indicated that his department’s operatives reinforced the monitoring of the Sheraton Hotel side street, the “Agustín Flores Contreras” sports stadium, the Buenaventura, Rosita and Pescador hotels;  the bridges on the Camarones brook and the Cuale River; the Los Muertos Beach and the  Plaza Lázaro Cárdenas.

He pointed out that he counted on the support of the Department of Municipal Services, whose personnel carried out cleaning and painting labors on areas damaged by graffiti, and further stated that his team will continue working for the safety of vallartenses and tourists as a compromise of the city government with the citizenry.

Better Lighting Service for City Sectors


Answering requests from the vallartense community, the Dirección de Servicios Públicos Municipales (Public Services Department), through its Public Lighting office, performed maintenance as well as installation of new light fixtures in several city sectors.

Guillermo Pérez Pérez, lighting chief, mentioned that so far 181 lamps have been repaired, 38 circuits rehabilitated and 46 new lamps installed, so works were doubled in order to satisfy and give a prompt solution to some of the community’s demands.

For his part, Juan Pablo García Castillón, head of the Dirección de Servicios Públicos Municipales (Public Services Department), pointed out that the sectors where work has been more intense are Downtown and 5 de Diciembre.

He also stated that extra care has been given to the petitions of sectors such as Agua Azul, Palmar de Aramara, Buenos Aires, Caloso, Canoas, Arboledas, Independencia, Primavera (upper and lower parts), El Cerro, Benito Juárez, the municipal agencies of Mismaloya and Mojoneras, as well as Prisciliano Sánchez Avenue.

Javier Bravo to apply successful Programs
from the US and Latin-America in PV

To apply successful Programs from the US and Latin-America in PV is the new challenge undertaken by the City Mayor upon his return from a conferences cycle that took place in the Boston University of Harvard, USA.

Along with other City Mayors from Latin-America, Bravo Carbajal listened to essays from outstanding experts and specialists on the governmental themes central to the performance of any government, among them: Local Governments, Governmental Innovation, Decentralization and Urban Development, Safety and Crime Policy, Budgets, Intelligent Cities, City Leadership, Urban Planning, Citizen Participation and Accounts Rendering, among others.
Organized by the Kennedy School of Government and the Institute for Democratic Governance and Innovation, of Harvard University, the event was held from March 30 to April 2 and our City Mayor was also able to share experiences with his counterparts from other countries attending this Latin American City Mayors Conference.

Bravo Carbajal pointed out that sharing and conferring with other Latin American City Mayors made it clear to him that it is a common challenge “only the names of programs and actions change, all those attending had a well defined commitment to promote the development of our municipalities and their inhabitants”.

He also mentioned that among the most remarkable speakers were, Economy Nobel Prize Laureate Amartya Sen; and Fazle Abed, the founder of one of the five most efficient micro financial companies in the world, who, under the vision of: “The poor are not to be seen as beneficiaries of help, but as generators of their own solutions” helped the participants achieve a wider social vision.

“What is most important within this vision is that the poor will cease to be a phrase and become a reality that will strengthen the actions boosting joint development in our cities” explained Javier Bravo.

These conferences were attended by city mayors from Argentina, Bolivia, Chile, Colombia, Ecuador, the United States, Honduras, Peru, Dominican Republic, Venezuela, among others.  Representing Mexico were the Delegation Chief of the Miguel Hidalgo sector of Mexico City, the city mayor of Leon, Guanajuato and our Municipal President, Javier Bravo Carbajal.

Finally; Javier Bravo commented that these experiences allowed him to break away from the isolation of daily work and opening up to the possibilities of implementing successful programs from other cities and design new projects for the benefit of society.

Media attention centered on PV during the
Tianguis Turístico (International Travel Trade Show)

City mayor Javier Bravo highlighted the Historical Center Rescue Project and the international events that will have Vallarta as their venue.

Before the presence of 80 national and international media, Puerto Vallarta city mayor Javier Bravo Carbajal headed the joint press conference offered by the Jalisco Ministry of Tourism
–SETUJAL- and the Fideicomiso de Turismo (Tourism Bank Trust Fund) –FIDETUR-, to bring to light the works and projects of his administration in view of the events programmed for this Jalisco destination.

All of this was part of the second day of activities of the 33rd edition of the Tianguis Turístico held in Acapulco, where Vallarta city mayor had a significant participation and exchange with the main actors of this event in his search for greater resources and support for Puerto Vallarta.

Javier Bravo emphasized his government’s interest to continue consolidating the destination as one of Mexico’s best on a world wide level; he therefore highlighted the Historical Center Rescue Project being carried out with the support of the state and federal governments, being this the destination’s main attraction as a typical Mexican town on the coastline, a feature that needs to be preserved.

He explained that the first stage of this project has been already applied to 13 city blocks, restoring buildings and façades, and it will also be carried out on other 24 city blocks this year as a second phase, and 24 more next year to wrap up the works.

In addition to this he informed about the artistic illumination of three of the most representative icons of Puerto Vallarta, as is the Parish of Our Lady of Guadalupe, the Main Square and the Open Air Theater ‘Aquiles Serdán’ (also known as Los Arcos del Malecón), where a grant of 6 million pesos from the three levels of government are being invested.

He also took the opportunity to point out another of the features distinguishing Puerto Vallarta being the quality of its potable water, which has been certified for 17 straight years by health authorities and organisms.

On the main events Puerto Vallarta will be a venue to; he mentioned the 11º International Fireworks Symposium to be held next year in April; it will bring all of the international pyrotechnics industry, it will be held for the first time in Latin America, proudly in Puerto Vallarta.

He anticipated that as a preamble to this event, by the end of this May and as part of the municipality’s and city’s anniversary celebrations, there will be a national fireworks contest with the idea of instituting it on a permanent basis. He also provided details on May’s Cultural Festival.

City Mayor Javier Bravo wrapped-up his participation upon announcing that Puerto Vallarta will be a sub-venue for the Pan American Games 2011 to be held in Guadalajara, hosting here the disciplines of Sailing, Aquatic Marathon and Triathlon.

Finally, he informed on the innovative concept shown by Puerto Vallarta with the Info-arte project, consisting of sculptures fusing art with technology and offering visitors an informative, functional and free guide placed along the touristic zone of downtown PV.

For his part, Jalisco tourism minister, Aurelio López Rocha, talked about the transformation of Puerto Vallarta’s touristic infrastructure, with the enlargement of its maritime terminal and the new satellite terminal at Puerto Vallarta’s international airport, which will bring about an increase  in visitors by sea and air, as well as the construction of the convention center to be completed by October this year which will become another asset to the port.

The president of the hoteliers association, Oscar Rivero, recounted the events that Puerto Vallarta hosts on a yearly basis as well of those Vallarta will be a venue to, such as the Beach Soccer Tournament; Meeting Place Mexico; the Gourmet Festival, the Restaurant Week; the  Vallarta Golf Cup, the International Fishing Tournament, the International Half-Marathon, among others.

Planned actions to Protect the Environment


In search of greater actions for the protection and preservation of Puerto Vallarta’s environment, a few days back the Induction workshop of the Advising Council of the Isabela Island and Marietas Islands National Parks took place with the participation of the chief of the educational area and environmental culture of the sub direction of the environment and ecology, Juana Adelfa Delgado Quintana.

Delgado Quintana, representing the City Hall as member of the organism’s council, proposed activities at the Islas Marietas National Park, aimed at making Puerto Vallarta an active participant proposing conservation and development actions in support of National Protected Areas. Various companies, educational institutions and social organizations in the municipality are closely linked to the project’s activities.


She stated that actions to be carried out were proposed for the Marietas Islands as it has become an area visited by several companies from Puerto Vallarta performing activities mainly scuba diving, bird and whale watching, and these need to be regulated to prevent an impact on the zone. The proposals will be submitted to the Advising Council on their next meeting at the end of the month in this touristic destination.

The workshop consisted of reorganizing the Advising Council for the Marietas Islands as well as a deeper involvement of its members in order to develop projects and activities promoting the conservation and growth of said marine parks.

CONCACAF Beach Soccer Tournament beat expectations

Attended by over 1,500 fans during three days of competitions, CONCACAF’s Beach Soccer Classification Tournament 2008 came to and end in Puerto Vallarta with excellent results for the Mexican team.


City Mayor Javier Bravo Carbajal was present at the closing and awards celebration expressing his recognition to the participation and effort of each one of the players and trainers of the teams from Mexico, El Salvador, United States and Costa Rica, as well as the body of referees and the president of the Mexican Soccer Federation, Justino Compeán Palacios.

It was Justino Compeán’s turn to present the gold medal to the Mexican team that obtained, with El Salvador, the sport’s world classification to the world tournament to be held in Marseille, France in July. César David Macías Martínez, director of the Municipal Sports Council presented the medal to the third place to the American team.

Also trophies were awarded to the best players of the tournament, best goalie was Luis Rodas, from El Salvador; the best scorer, making six goals during the competition was José Ruiz, from El Salvador; and the best player award was given to Ricardo Villalobos, of the Mexican team.


The awards celebration was attended also by the State’s Tourism Minister, Aurelio López Rocha, Oscar Rivero Estrada, president of the Tourism fund, as well as personalities of the North, Central America and Caribbean Soccer Confederation (CONCACAF).

It is worth noting that there are great possibilities of Vallarta becoming the venue for this event in the coming years, this due to the good response of the local fans and the thousands of visitors who attended the matches.

During the tournament, the Mexican team beat twice CONCACAF’s champion, the United States, winning the confederation’s title and its classification to its second Beach Soccer FIFA World Cup.

PV could be the venue to next Beach Soccer Tournaments

Satisfied with the response obtained from both the authorities and the participating public, last weekend City Mayor Javier Bravo Carbajal; Jalisco Tourism Minister, Aurelio López Rocha; Oscar Rivero Estrada, president of the Tourism Fund, and high ranking officers from FIFA and  CONCACAF met in order to analyze the possibility of Puerto Vallarta to continue as a venue for the Beach Soccer World Cup Classification Tournament for the following years.

Vallarta’s City Mayor informed on the dialogue held with Fulvio Danilas, director general of Beach Soccer World Wide (BSWW) and Juli Ferré, member of BSWW and the organizing committee, where they ratified their interest in having this touristic destination host such an important sports event during the next ten years or at least until 2011.

The above will also place Puerto Vallarta in a position to become the venue for the Beach Soccer FIFA World Cup. That is the underlying interest of authorities and directives to continue holding the Classification Tournaments in this port city.

Bravo Carbajal indicated that organizers and directives of FIFA and CONCACAF are pleasantly surprised and impressed, not only by the fans response which beat all expectations, but by the support and care on the part of the local authorities, the State’s Ministry of Tourism as well as the Tourism Fund in the making of the championship.

Hurricane Season Preventive Actions started

Interested in establishing operation mechanisms and the necessary coordination to protect the integrity, possessions and surroundings of the population when facing any hydro-meteorological phenomena, the Municipal Civil Protection Council activated its member groups and presented its prevention sub-program for the Tropical Cyclones Operational Plan 2008.


Emigdio Hurtado Rolón, City Hall’s secretary general, representing the city mayor, headed the meeting highlighting the efficient disposition and coordination achieved among the various organisms participating in the council, and whose joint effort will counter any contingency that may arise from the hurricane and tropical storms season.

He therefore asked the various work groups to embark on preventive duties as the information generated by each one of them will be essential in the necessary decisions to be taken to safeguard the population and visitors of this touristic destination.

Edgar Cuevas Monroy, chief of the Municipal Civil Protection Unit and technical secretary to the council, made it known that the cyclones season will officially begin on May 15, therefore, work is already underway on preventive duties and mitigation of risks to the population through the departments of Urban Planning and Public Works, which have achieved a 60% advance in the works of dredging of waterways and attention to vulnerable zones.


In the same manner, he enunciated the different activities integrated into this preventive sub-program, as is updating the material resources, broadcasting preventive measures, operational planning, fitting out the most adequate temporary shelters, these among other issues are to be under the care of the 16 work groups.

For his part, the director of Astronomy and Meteorology of the Universidad de Guadalajara,
Ángel Reinaldo Meulenert Peña, remarked that during the months of June to August a 15% increase of rainfall is expected above the normal level due to the La Niña phenomenon, which presents itself with a cooling of the Pacific Ocean waters and an alteration of the weather conditions.

In view of the above, he asked all not to let down their guard during the coming season. He recognized the foresight of the City Hall to give priority to integrating this council, “I applaud this decision of Vallarta’s City Hall acting at an early date and gathering all the factors and keeping them alert, so they do not let down their guard” he pointed out.
