Cleaning infrastructure Strengthened
The investment of 850 thousand pesos and acquisition of a new “Vactor” equipment for the Department of Public Services were announced, this is aimed at improving the public restrooms cleaning service.
The arrival of such equipment strengthens the modernization and outfitting projects of the different areas that constitute the Municipal Government. All of this in order to improve the quality and efficiency of city services to all vallartenses. It is an important achievement as this used to be a manual task; implying sanitary risks to the staff in charge of said duties. Besides that, the acquisition of this new tool will avoid giving the wrong image of our city to tourists and visitors.
The novelty is suction equipment by means of a high vacuum generator for the cleaning and draining of sanitary facilities.
Said equipment is mounted on four-ton truck fitted with a three-thousand-liter steel tank as well as two 400-liter tanks, one to store water and the other to store sanitizing fluids, so after cleaning each sanitary receptacle, it is washed and treated with disinfectants.

Garbage Collection Service Optimized
Garbage collection has been the subject of various modifications in order to improve the results of those duties in the city. In that regard, Gustavo Ulloa Gómez, chief of the Public Cleaning Department, pointed out that due to the growth of the population and to the daily demands of the service, collecting routes were widened to take this service to a greater number of inhabitants and improve the image in those localities.
It was announced that eight more containers will be placed along the Cuale River, from the bus station all the way to the Almacenes Bridge, where there is a greater traffic of people, mainly on weekends. During this administration there have been acquisitions of garbage collecting trucks, 86 containers for the Federal Zone, two pick-up trucks for the maintenance of containers as well as 300 bins to be placed by rivers, beaches and strategic points in Puerto Vallarta.

New lighting system at the south side of the Malecón

Responding the call of neighbors of Emiliano Zapata district, entrepreneurs, tourists and the general public; the department of Public Services of the city took on the task of installing the lighting system on the new extended Malecón.
In total, nine new posts were installed with two 150-watt, sodium vapor lamps each and underground cables. These works took an investment of 155 thousand pesos.
This undertaking will benefit vallartenses and visitors alike. It was a community call that is being answered punctually as part of the commitment to do the necessary works in addition to the actions for the rescue of the city’s downtown area.

New Rescue and Salvage Techniques Learned

For the duration of two days, 53 officers of the Sub-Direction of Firemen and Civil Protection of the Municipality, plus four from the State Unit of Civil Protection and ten officers of Civil Protection and Firemen from Bahía de Banderas, Nayarit, received the course of improvised rescue techniques, which gave them the opportunity to learn new salvage skills plus those to preserve their own lives as well.
The instruction was in charge of Oscar Alanís, from the Fire Department of Mission, Texas; as part of the training interchange given through the sister cities program between Puerto Vallarta and the Texan city.

The elements of these institutions acquired new knowledge they will be able to apply on their rescues during salvage actions, as well as techniques on fire control; rescue techniques with rappel equipment; techniques for the use of automated air-supply breathing equipments; rescue improvisation techniques and the use and handling of rescue ladders for trapped victims.
At the completion of the practices, acknowledgements were delivered to participants at the Firemen’s headquarters in Puerto Vallarta. For his part, Alfredo Rivas Hernández, Sub-director of Firemen and Civil Protection, delivered a recognition to the firemen instructor from Mission, Texas for his support and thanked all participants for their willing and serious participation to develop the implemented skills, thus acquiring and reinforcing their knowledge of actions to follow during any incident.
The participating elements were greeted with motivation to continue perfecting their skills as an essential aspect of those who are entrusted with protecting and safeguarding the lives of others.

Actions advance on the Tropical Cyclones Operations Plan

Coordinators of the different working groups integrated within the Civil Protection Municipal Council got together in order to fine-tune preventive actions of help, recuperation and support of the population to be implemented in the case of an emergency generated by some hydro-meteorological phenomenon; the above is part of the Tropical Cyclones Operations Plan for 2008.
During the meeting important advances were announced, like the supervision of temporary shelters, medical services to be offered in those sites; requirements and resources available, logistics and transportation services, among other tasks which will allow the workgroups to labor more efficiently.
It was also pointed out that preventive works have been undertaken on most rivers, brooks and channels, kin order to avoid stagnant and overflowing waters.
The firemen sub-director indicated that despite the cleaning and dredging already done, he is proposing a constant monitoring by all agencies to identify and eliminate in a timely manner any situation that may pose a danger to the citizenry.
The municipal transit sub-director, Sergio Dávila Aguirre, emphasized the need to recommend to the citizenry not to park their vehicles on or near the beds of brooks or channels, which would pose clear dangers to the population and to the rescue teams as well.
The installation of bars and fences was agreed to, as well as to continue working on raising awareness among the population.

Program of Tax Refunds to Tourists Presented
The Municipal tourism Office and the company YVESAM Retornos Mundiales S.A. de C.V., within the frame of he Program of Tax Refunds to foreign tourists in Puerto Vallarta, held a press conference in order to give out some detail on this service.
The Tourism Promotion chief, Eduardo García Joya, emphasized that through this program of tax refunds an added value is given to the products being offered in this city, Puerto Vallarta is one of the first tourist destinations in Mexico to start working under this scheme.
He pointed out that this system additionally allows a wider economic activity, so it is intended to better inform the entrepreneurial sector and promote their commercial activity placing Puerto Vallarta on the competitive level of other destinations as this benefit is already being offered in other parts of the world.
The company YVESAM announced that they are one of the three existing companies in this country who can facilitate this procedure, where, by means of an affiliation mechanism of the local businesses, the IVA (Value Added Tax) refund process is simplified and it should be received by the tourist in an average of 10 to 15 natural days.
To that effect, the foreign tourist’s purchase must be made in businesses which issue fiscal invoices for the purchase of merchandise and are part of the YVESAM affiliated businesses system. The tourist, after presenting his refund request covering the conditions there stated, will follow-up on this process until the electronic transfer is completed, this, based on the concession granted by the Mexican Servicio de Administración Tributaria (SAT, or fiscal administration service).
If not handled through one of the authorized dealers, tourists must place their request directly to the Secretaría de Hacienda (Ministry of the Treasury) and in a law-established 40-day period, their refund will be made.

Interchange among Sister Cities Acknowledged
Participants of Puerto Vallarta-Highland Park the Sister Cities’ Committee delivered a recognition to City Mayor Javier Bravo Carbajal for his invaluable work and support for the experience-sharing program that authorities of both destinations held in recent days in the city.
The Vallartense City Mayor said he was satisfied of the shared times with the authorities of this sister city, this visit backed by the personal presence of Mayor Michael Belsky, with whom he shared some of the development projects that are presently taking place in Puerto Vallarta.
He also pointed out that during this visit he could realize that both share a vision on some themes that are important to the community, as the promotion of sports and education. This type of communication, besides strengthening friendship ties, represents a diversity of opportunities for the mutual development of Puerto Vallarta and its Sister City. He also thanked the Sister Cities’ Committee for their support in these activities.
Recognitions were also handed to City Hall ruler Lizett Franco García, Tourism Director, Marcelo Alcaraz González; Public Security director, Armando Partida Zamudio and Juan Pablo García Castillón, from Municipal Public Services, as well as to the heads of Firemen and Civil Protection, Alfredo Rivas Hernández and Edgar Cuevas Monroy, respectively.
