Proves Unfair Issuance of Tickets The ticket he was
issued by the municipal Transit officer for going through a red light and the
continuing traffic problems these days caused an American to spend more than half
an hour in each of four different spots he considered "strategic" points.
There, armed with pen and paper in hand, Mr. Richard Pickup counted each and every
vehicle and bus that did the same maneuver as him, for which he was issued a fine.
In the space of two hours, he counted no less than 130 drivers going through "Municipal
Transit and Civil Protection Units committed the same infraction and nothing was
said about it," the complainant pointed out.
Opposition
to New Fish Market The fish vendors of Aquiles Serdán
Street agree to be moved to the market on 5 de diciembre Street, but they stress
that they do not have the funds to pay what City Hall is asking from them to "start
the work." "We don't have the money to pay what they're asking for.
They want us to pay 30,000 pesos per permit, some have two permits because they
can't work with only one, because they sell both fish and shrimp." In
the meantime, residents of the area demonstrated against the move and the construction
of the fish stalls, but the Mayor chose to ignore them. In an attempt to show
their preference for green spaces instead of a fish market, residents carried
placards saying "We want the park, not stalls." The
head of the Register, Permits and Regulations Department said that the integral
project for the installation of fish and seafood stands next to the market in
the 5 de diciembre neighborhood does not intend to eliminate the green area known
as Mariano Otero Park.
Residents Oppose
Location of New City Dump The project that intends
to set up the new city dump in the neighborhood known as El Colorado met with
the opposition of the local residents as well as that of the owners of the residential
complex known as "Colinas Campestres", because the location where the
city intends to build the dump is classified as a tourist-ecological area. Through
his company's administrator, Sr. Jorge S. Peña delivered the documents
that represent the basis for his opposition to the Mayor on March 19, 2002.

- Developing Conductive Education in Mexico In Mexico,
it is estimated that two out of every thousand children are born with some form
of neurologically-caused motor deficiency, the most common being Juvenile Cerebral
Palsy (PCI is the Spanish acronym). PCI is used to refer
to a group of conditions that cause disorders to the motor apparatus, due to a
non-progressive brain damage that usually occurs early in life. Those affected
by it show limited mobility and coordination, and sometimes disorders of a cognitive,
language or sensorial nature. Only a small minority of
those people are successfully rehabilitated and very few manage to integrate into
the regular school system and, as adults, into a satisfactory working life. PCI
is not a disease. It is a neurological aftereffect that does not progress, it
is not contagious nor is it hereditary. Children with PCI have no choice but to
live with their problems, so they develop other qualities. We can learn a lot
from them. ConNos/Otr@s (WithUs in Spanish) is a non-profit
association of families with children affected by cerebral palsy. After much searching,
we found an option for integral rehabilitation through CONDUCTIVE EDUCACION (CE),
also known as the Peto System. We began work in May of
2001, and became the CE pioneer center in Latin America. Our mission is to spread
the word about CE in Mexico so that other groups or institutions may become organized
and bring it to their localities with the benefit of our experience. Hungarian
leaders trained at the Andreas Peto Institute of Hungary are in charge of the
programs offered at the Center. We welcome all non-profit associations, foundations,
public and private institutions as well as altruistic persons who wish to contribute
to our efforts so that CE may benefit even more people. On
Saturday, March 1st, from 7 to 9 p.m., the Omar Alonso Gallery will have an exhibit
of the works of art created by the students of Asociación ConNos/Otr@s.
All the funds raised from the sale of those works will go to cover part of the
Center's costs for the education of the youngsters. Everyone
