In 1945 the mayor of Vallarta was Coronel J. Encarnación Ahumada. He was an energetic and controversial man. Although his decisions were come how drastic at time, they resulted beneficial to the progress of Vallarta.
Coronel Ahumada, along with local merchants transformed Aquiles Serdán Park into a beautiful playground for young children. He furnished the park with amenities such as swing sets, monkey bars, and slides. He also ordered the refurbishing of cobblestone streets.
Ahumada attained legal funding from the State Congress to be used for urbanized properties in Vallarta.
Before Ahumada was Mayor of Vallarta, he was deputy of Puerto Vallarta's District. During his time as deputy, he accomplished attaining a special grant from the State Congress to promote El Tuito town to a Municipality. The grand did not cover the Indian reservations of Ixtlahuahuey, Pizota, Cabo Corrientes, and other neighboring Indian villages, which continue to be part of Indian heritage through generations.
In 1945, Federico and Maria Teresa López Rivas moved to Puerto Vallarta from México City. They were very active and immediately took part in local politics. Maria Teresa was a bohemian. She played the guitar beautifully and sang with a melodious and romantic voice. She used to tell us all the time -"I have a mariachi soul!" She was accepted immediately or our circle of friends. We were a group of enthusiastic young women who loved having fun. We called as I write of the wonderful times we spent together. We used to stroll by the Malecón with the music of the mariachi band following behind. We used every excuse. or not. to celebrate.
Maria Teresa, the beautiful lady and great friend of mine whose memory I cherish, became a great theater, movie, and television star.
