State officials who helped launch the growing
development of Coastal Jalisco, 1953 |

The Planning Commission was founded on September 21, 1953, based on enactment from State Governor, Attorney Agustin Yáñez. Attorney, Señor, Rogelio Alvárez, was named council member of the organization.
The Planning Commission’s main objectives were to initiate an extensive program of economic development, channeling great volumes of private funding to support official programs of promotion. This would help in the functioning and use of natural resources, as well as to encourage primary use of local made substances.
Along with the plans for regional development, came the need to balance the State economy. In order to guarantee the investments, a detailed study of the economy, this included a census of Coastal Jalisco State, was conducted.
There were there groups specified on the analysis information: human or demographics, physical or geographic-economic, and economics of active productivity.
The census was conducted under the direction of Attorney, Señor Abraham Sanchez de Velasco, who was the Administrative Director of Economic Studies.
The commission was the first Mexican organization that specialized in subjects and problems related to regional development.
State Governor, Attorney Agustín Yánez, invited General Lázaro Cárdenas, former president of México, to visit the development of Coastal Jalisco. The two men visited Vallarta on March 1, 1957. on The same day, Attorney, Rogelio Alvárez gave the third Planning Commission’s State of the Union speech. Among the people that were present were our State Governor, Accompanied by General Lázaro Cárdenas; General Bonifacio Salinas Leal, commander of the Fifth Military Zone; Engineer Raúl Palacios, Representative of the Agricultural Department; Don Roberto Cerda Espinoza and Señor Oscar Rosales, who was a representative of the local Tourism Delegation.
The first corporation to promote the zoning Planning Commission was La Palapa forestry. Señor Roberto Cerda Espinoza, the owner, moved to Vallarta to start a new business. He was a capitalist from Michoacán state. His partner was Señor Jorge Dipp from Guadalajara, a man well known in our community.
The two men helped raise our economy, hiring many local workers.
The wife of Don Roberto Cerda, Manuelita, had a vivacious personality and a great voice that delighted us when singing at gatherings. Their children were Marta and Jesús. The Cerda Espinoza family socialized with local people and was very much loved by our community. Don Roberto was a dynamic enterpriser. The object of his conversations was always investments in this area. Unfortunately, he died in an accident at his home in Guadalajara, and was never able to finish his projects, the community mourned his death. May he rest in peace.
