Señor Oscar Rosales Rodriguez was the Mayor of Vallarta from 1965 to 1967. Among the most import public projects he directed were, the installation of a new City sewage system, the construction of an IMPI facility for serving school breakfasts; the first City Market; nine new school classrooms; and new electricity service for six neighboring towns. Rosales filed a special petition to President of Mexico, Attorney Gustavo Diaz Ordaz, to grant the regularization of 1026 hectares of property land for the development of both tourism, and agricultural industries in Puerto Vallarta.
Mayor Oscar Rosales also ordered the opening and stone paving of several streets in Vallarta. He bought new dump trucks and police cars for the City.
Rosales worked hard with several corporations to accomplish a better understanding between employers and employees. He enacted a law for employers to pay their employees a seventh day of work a week. He established eight-hour working days, promoted the initiation of minimum salary, and made businesses close on Sundays.
Rosales was the first Mayor history of Vallarta to travel to the United States to promote our city. He was an advocator of tourism and diplomatic relations relations. He visited several United States Radio and Television network stations, and spread the word about Puerto Vallarta to the American media. He exchanged ideas and gifts with the Mayor of Los Angeles, California.
In 1965 Mayor Rosales was invited to cut the ribbon of inauguration for a new Street named after Puerto Vallarta in Encino, California. People from the two cities attended the special event.
In the same year Rosales welcomed our State Governor, Attorney, Señor, Francisco Medina Ascencio to Vallarta. He came to tour several major tourism developments. The local people gave him a warm welcome. His obvious interest in this area had won him many local followers. In 1966 the State Governor and his Wife, Conchita Jimenez, visited Vallarta again. This time, I had the opportunity to share a table with them at a Luau on their honor organized by Posada Vallarta hotel. I still keep a picture of the four of us sitting together with leis around our necks.
In October 1967 Mayor Oscar Rosales directed the construction of Plaza de la Hermandad (Fraternity Plaza) located across the street from Capilla Del Refugio.
Oscar Rosales was a great man who collaborated immensely to the socio-cultural development of our community.
